What have here is a rare piece, a RCR Childress Racing magnesium bellhousing fits a SBC small block chevy. With RCR cast in the metal.

OE Diameter Block Mount Starter Bellhousings
Quarter Master's championship winning bellhousings were born from the roots of NASCAR racing. Accommodating many stock diameter flywheels and block mount starters, they are CNC machined for superior fit and finish. They can be used with either the Tri-Lite or the Floating Hydraulic Release Bearings. Bellhousings are available for many Chevrolet, Ford, Dodge, and Toyota V-8 applications.
